Description
The City of Mt. Pleasant is seeking an experienced and collaborative professional to serve as our Building Official. This leadership role is responsible for overseeing the daily operations of the Building Department and ensuring the safety, compliance, and integrity of construction throughout the community.
The Building Official assigns and oversees daily departmental activities; develops, implements, and administers policies and procedures related to department functions, including issuing building permits, coordinating required inspections with county electrical, plumbing, and mechanical inspectors, along with the city fire department. The Building Official aligns daily operations and decisions with the City’s goals and objectives and is responsible for preparing the Building Department’s annual operating budget, monitoring expenditures, and preparing related reports as necessary.
Serving as a member of the City’s development review team, the Building Official works collaboratively with the City Planner, City Engineer, and Fire Marshal to review proposed land use plans and provide applicable building code requirements to ensure construction plans are developed in compliance with applicable laws, regulations, codes, and ordinances prior to the issuance of permits. Conducting inspections of residential, commercial, industrial, and other structures throughout the construction cycle to ensure compliance with approved construction documents and applicable requirements. The Building Official works closely with Isabella County’s Community Development Department for administration and enforcement of electrical, plumbing, and mechanical codes throughout the City. The Building Official is also responsible for ensuring structures are maintained and occupied in a safe condition according to applicable codes and ordinances.
The Building Official is designated as the City’s representative for negotiating and managing lease agreements for City-owned cell towers. Each tower hosts multiple tenants, and the Building Official is responsible for ensuring compliance with all lease terms.
The Building Official serves as the City’s liaison to the Zoning Board of Appeals, the Construction Board of Appeals, and participates in other boards and/or committees as required. This position is responsible for preparing staff reports and presentations, issuing required notices, and maintaining complete and accurate records of all action taken by each board.
As the Facility Manager for the Borden Building/City Hall and the Public Safety Building, the Building Official assists in the development of annual operating budgets for each facility; and prepares and maintains a long-term capital improvement plan. The Building Official prepares and issues requests for proposals (RFPs) for facility maintenance and repair projects; provides oversight and contract administration for these agreements. As appropriate, the Building Official coordinates agreements in partnership with other City departments to achieve cost efficiencies. The Building Official serves as the City’s representative to the Borden Building/City Hall condominium association and assists with the development and review of the association’s budget.
The Building Official utilizes advanced oral and written communication, problem solving, and professional skills to perform job duties with a consistent calm and professional demeanor.

Requirements
Minimum qualifications include education equivalent to completion of one year of college training in building trades, engineering, public administration, or related field; bachelor’s degree preferred. Substantial experience as a construction supervisor and history as a registered Building Official is required; two years of such experience must be in a supervisory capacity. An equivalent combination of education and experience may satisfy the above requirements. Must be registered through the State of Michigan as a Building Official, Building Inspector, and Plan Reviewer, possess thorough knowledge of the Stille-DeRossett-Hale State Construction Code Act, the Michigan Building Codes, and building construction methods. Skilled in Microsoft Office 365, production of quality business communication, and case documentation are required. A valid driver’s license and a safe driving record are also required.
