Position Summary
The Director of Capital Projects provides leadership and oversight for the District’s Capital Improvement Program (CIP), including the planning, design, construction, modernization, and closeout of district facilities and infrastructure projects. The Director ensures capital projects support the District’s educational mission and Strategic Plan and are delivered safely, on schedule, within budget, and in compliance with all applicable laws
and regulations.
This position serves as the District’s lead administrator for bond and levy-funded capital projects, state-funded school construction programs, and major facility initiatives.
Essential Duties and Responsibilities
Capital Planning & Program Leadership
- Leads development and implementation of the District’s long-range capital facilities plan and Facilities Master Plan.
- Develops, prioritizes, schedules, and manages the multi-year Capital Improvement Program (CIP).
- Aligns capital projects with enrollment projections, instructional needs, equity considerations, and the District Strategic Plan.
- Provides recommendations to the Executive Director, Superintendent and School Board regarding capital priorities, sequencing, and funding strategies.
Bond, Levy & State-Funded Program Administration
- Oversees implementation of voter-approved bond and capital levy programs.
- Manages capital budgets, schedules, and expenditures across multiple projects.
- Ensures compliance with OSPI, School Construction Assistance Program (SCAP), bond resolution, levy resolution and other state and federal funding requirements.
- Prepares required documentation, reports, and reimbursement requests.
- Provides regular updates and board action items to the School Board and district leadership.
Project Delivery & Construction Oversight
- Directs all phases of capital projects, including:
- Feasibility studies and site evaluation
- Design development and consultant coordination, including education specifications
- Competitive bidding and procurement including contract agreements
- Construction management and inspection
- Commissioning, closeout, and warranty administration
- Ensures projects meet established scope, schedule, budget, quality, and safety standards. Reviews and recommends approval of change orders, payment applications, and project documentation. Oversees as-built drawings and final project closeout.
Contracting, Compliance & Risk Management
- Procures and manages contracts with architects, engineers, contractors, and consultants in accordance with public works and public contracting laws.
- Ensures compliance with local, state, and federal regulations, including building codes, environmental requirements, and labor standards.
- Coordinates permitting, inspections, and regulatory approvals.
- Manages construction-related risk, resolves disputes, and mitigates claims.
Financial Stewardship
- Develops and monitors project budgets, cost estimates, and financial forecasts.
- Ensures accurate tracking and responsible stewardship of public funds.
- Reviews and approves invoices and works collaboratively with the Business/Finance Department on capital accounting and audit compliance.
- Identifies cost efficiencies while maintaining construction quality and long-term value.
Coordination & Stakeholder Engagement
- Serves as the District liaison with school administrators, municipal agencies, consultants, contractors, and community stakeholders.
- Collaborates closely with Maintenance & Facilities Operations to ensure constructability, system compatibility, and long-term maintainability.
- Communicates project status, timelines, and impacts clearly to internal and external stakeholders.
- Prepares and delivers presentations to the School Board and community groups.
Supervision & Team Leadership
- Supervises assigned capital projects staff and consultants.
- Provides leadership, direction, performance evaluation, and professional development.
- Fosters a culture of collaboration, accountability, safety, and continuous improvement.
Sustainability & Building Systems
- Promotes sustainable design, energy efficiency, and life-cycle cost considerations.
- Ensures building systems meet District standards for safety, accessibility, and operational effectiveness.
- Supports innovation and best practices in capital project delivery.
Performs other related duties as assigned.
Qualifications-Education and Experience:
Education
- Bachelor’s degree in Architecture, Engineering, Construction Management, Facilities Management, or related field.
- Master’s degree preferred.
Experience
- Five (5) or more years of progressively responsible experience managing large-scale capital or construction projects.
- Experience supervising staff and consultants.
- Public-sector or K–12 facilities experience preferred.
Licenses/Certifications
- Valid driver’s license.
- Professional Engineer (P.E.), Registered Architect, or comparable professional certification preferred.
Knowledge, Skills, and Abilities
- Knowledge of public works contracting, procurement, and regulatory compliance.
- Ability to manage multiple complex projects concurrently.
- Strong budget, scheduling, and cost-control skills.
- Ability to read and interpret construction documents and building systems.
- Strong written, verbal, and public presentation skills.
- Ability to build effective working relationships across departments and with external partners.
Working Conditions
- Work performed in office and field environments.
- Regular site visits to active construction sites.
- Occasional evening or weekend meetings.
