Duties: Providing technical assistance, direction, and support to Bechtel and subcontractor field supervision teams for construction and installation activities for all disciplines associated with the pipe testing equipment and materials. Provide ES&H leadership to personnel assigned to the pipe testing department. This includes preparation and implementation of safety procedures and leading Bechtel and subcontractor safety meetings. Lead all activities related to Testing, Flushing, Hydrojetting, Borescoping, Blowing/Drying, Cleanliness and Restoration. Develop, create, review, approve and issue Pneumatic, Hydrostatic, Service and Visual test packages. Develop, create, review, approve and issue Pneumatic Test Safety Plans. Control and maintain master set of Test Package PIDs. Identify, purchase, implement control and track piping test material and test equipment. Conduct Pneumatic and hydrostatic pressure tests. Review and approve Inspection and Test Plans pertaining to Pipe Testing and Cleanliness. Establish procedures on testing of piping systems. Responsible for the development of pneumatic and hydrotest packages and responsible for verifying and witnessing acceptance of tests. Performing end of year performance reviews for field nonmanual direct reports. Providing support to field supervision in establishing requirements for manpower, tools, equipment, and material requirements for a given work evolution. Preparing short- and long-term schedules, and interfacing with the superintendents and other discipline field engineers. Preparing field material requisitions for equipment and materials, and monitoring status of purchase orders and deliveries. Assisting field procurement in receipt inspection and reporting of associated equipment and materials and preventive maintenance requirements. Ensuring all installations are per latest revisions of design drawings, specifications, standards, and codes. Acting as point of contact for coordination and resolution of all technical issues related to select subcontractors on site who provide technical services for the execution of the permanent plant pipe testing systems scope of work, including initiating all formal subcontract change documentation to support the subcontract administrator. Completing and verifying quality documentation per inspection and test plans. Completing final system walk-downs, deficiency tracking and close-out. Monitoring actual work performance compared to the project budget and schedule.
Requirements: Must have a Bachelor’s degree, or foreign degree equivalent, in Mechanical Engineering or related field and 5 years of progressive, post-baccalaureate experience in a related occupation. Position requires experience in each of the following skills: Creating, reviewing, and approving Inspection Test Records (ITR) such as Pressure Test Data Sheets, Valve Line-Up Sheets, Site Procedure for Pipe Cleanliness and Piping Air Blowing, Flushing/Drying, Boroscoping and Water Quality for Testing; Calculations and Map for Pneumatic Testing: Providing Stored Energy Calculations of single or combined Test Packages to generate Pneumatic Safety Plans and Testing Exclusion Zone Maps (using MicroStation, Universal Plant Viewer & PDF). Coordinate with all Site entities (Construction, Engineering, Live Plant Operation & Maintenance) prior to performing any Pressure Testing activities. Read and Interpret Piping and Instrumentation Diagrams (P&IDs), Process Flow Diagrams (PFD), Isometric Drawings, Line Designation Table (LDT). Review & Approve Pressure Test Packages (Pneumatic & Hydrostatic), In-Service Test and Visual Packages; Selection, Calibration, Operation and Maintenance of Pumps, Compressors, Gauges, Pressure Relief Valves (PSV) and other Pressure Testing Equipment. Ability to Identify, Source, Procure and Track Specialized Piping Test Materials and Ensure Conformance to Technical Requirements; and Conducting and Witnessing Pressure Testing in accordance with standards ASME B31.3, ASME PCC-2, NFPA 24, OSHA project specifications.
